Advisory Committees and Boards

Parks and Recreation Advisory Committee The mission of the Parks and Recreation Advisory Committee is to provide the people with facilities and programs with enhanced leisure services by offering quality recreation opportunities for customers. The Committee is made up of nine members appointed by the Board of Mayor and Aldermen. The Committee meets monthly to develop policies, address issues and establish direction for all Parks and Recreation Department operations and facilities.

Allandale Advisory Council The Council shall assess the needs of Allandale and make recommendations to the Parks and Recreation Advisory Committee concerning fees, operational policies, grants, capital projects and other related areas. The Council shall also act as the appropriate channel for citizen interests, issues and concerns. The Council is made up of nine members – one from the Parks and Recreation Advisory Committee, the Friends of Allandale President, the Friends of Allandale Vice President and six appointed At-Large members. The Council meets once per quarter.

Athletic Advisory Committee The Committee is made up of nine members who meet quarterly to advise and make recommendations to the Parks and Recreation Advisory Committee on athletic programs and operations.

Dogwood Park Advisory Committee The purpose of this Committee is to make recommendations to the Parks and Recreation Advisory Committee concerning fees, operational policies, membership, safety and promotions. The Committee will also help monitor the park and advise patrons of the rules and regulations. The Kingsport Dogwood Park Advisory Committee is made up of seven members and meets bi-monthly.

Greenbelt Advisory Committee The mission of this Committee is to advise the Parks and Recreation Advisory Committee about the development and operations of the Greenbelt. The Committee is made up of nine members and meet monthly.

Lynn View Community Center Advisory Committee The mission of the Lynn View Advisory Committee is to represent the City of Kingsport and help make decisions that will further impact the community in a positive manor. The Committee makes recommendations to the Parks and Recreation Advisory Committee. The Committee is made up of eleven members and meets monthly.

Veterans Memorial Advisory Committee The purpose of this Committee is to make recommendations to the Parks and Recreation Advisory Committee concerning operational policies and to serve as advocates for the Veterans  Memorial. The Committee will shall approve/endorse all events held at the Memorial to ensure the integrity of the Memorial is preserved. The Committee shall approve/endorse/advocate for any improvements or changes at the Memorial.  The Committee meets quarterly.

Supporting Groups

Friends of Allandale The purpose of this organization is to support the continuing improvements at Allandale Mansion by a group of people with a focus on developing the beauty of Allandale and creating a distinctive location in the Kingsport area for special events. Membership to this Organization is open to all persons having an interest in and supporting the purpose of Friends of Allandale. Individuals shall be admitted to membership by payment of dues in accordance to the City’s fiscal year (July 1 – June 30).

Friends of the Kingsport Dog Park, Inc.  The purpose of this organization is identifying, promoting, sponsoring and conducting quality dog-related programs and activities, and sponsoring off-lease recreation areas (dog parks). Membership to this Organization is open to all persons having an interest in and supporting the purpose of Friends of the Kingsport Dog Park, Inc.

Other Related City Advisory and Support Groups

Aquatic Center Advisory Council The Aquatic Center Advisory Committee shall serve in an advisory capacity and shall prescribe rules and regulations for conduct, control, government and operation of the Kingsport Aquatic Center. The Committee is made up of nine members and meets bi-monthly.

Bays Mountain Park Commission The Bays Mountain Park Commission, subject to the administrative guidance of the city manager and control of the board of mayor and aldermen, shall be responsible for the operation of Bays Mountain Park and shall prescribe all rules and regulations for the conduct, control, government and operation of the park. The Commission is made up of seven members. The Commission meets quarterly.

Kingsport Public Library Commission The Public Library Commission shall serve in an advisory capacity and shall prescribe rules and regulations for conduct, control, government and operation of the city library. The Commission is made up of seven members and meets monthly.

Friends of the Kingsport Public Library The mission of the Friends of the Kingsport Public Library is to support, promote and enrich the Kingsport Public Library in providing services and opportunities to the community. Membership to this Organization is open to all persons having and interest in and supporting the purpose of the Friends of the Kingsport Library, upon payment of annual dues.

Senior Center Advisory Council The mission of the Council is to identify needs and make recommendations to improve services of the Center, advise and assist in the implementation of policies and to interface with the senior community, the Kingsport Senior Center staff and the Board of Mayor and Aldermen. The Council is made up of eleven members and meets bi-monthly.
